Yes cut the black wire and put a wire nut on both ends. Easy to strip the wire and reconnect if you ever need to restore function of the converter.
BTW 12.0 volts is very low. AGM should rest close to 12.8 to 13.1 when fully charged. You probably need to disconnect the batteries when stored without power. Does not seem like the solar is keeping up.
