Did you ever pick up that voltmeter? Usually the inverter/charger will have the charger on by default if you are plugged in. There should be a wire feeding 120vac to the inverter.
This was not diagnosed before because you had the converter running and masking the issue.
And yes it is difficult to speculate what the installer connected to what. Either way there s/b 120v to the inverter/charger and 13.6+ volts out. Need that meter to verify.
