Anything over 15 watts generally needs a controller. You will need to find it. Follow the wires. No controller and the solar panel may actually drain the batteries some when there is no sun. And could overcharge when there is sun. Doubt you have an overcharge as the batteries are very low on charge.
Best if connected direct to the battery and controller close to the battery. However pulling wire is a pitn and they may have short cut to the 12v fuse panel.
