Hard to tell what the dealer did or didn't do, since the OP is not knowledgeable in this field. Any consumer protection there? Some news media have a guy who will take up your cause and make a stink that gets results.
Compare the work order signed before work was done with what the installation is now. Get an independent RV tech to confirm. Go to the dealer owner about it, not the service manager. Ask Jayco HQ if they can talk to their dealer owner if he is no help. Ask the BBB if this dealer is "known" to them?
There is also a dealers' association some places. Talk to whomever is in charge. The dealers all have to put money in a pot and compensate folks who are victims of a crooked dealer. Had that here a while back where consigned sales RVs were sold and the dealer kept all the money. The other dealers all had to pay up big bucks--they were not happy with that crook.
Meanwhile--yes you can get that fridge roof vent cover off. Dig out the sealant on top of the four screws and then you can unscrew them. If you are keen you can add a dab of Dicor on top of the screws afterwards.
