To be clear, I was answering your direct question and the questions of others.
I'm very interested in actual measurement (and I took one with the ohmmeter). I'm also interested in the discussion of what the measurements mean and why! That's why I wanted to know about why a 0V measurement is useful. I just measured the voltage between a couple of quarters sitting on my desk and got 0V, should I conclude they are bonded?
