Since the purpose of the transfer switch is to operate based on the presence or absence of AC utility power I'd think it's powered by the AC utility power.  Since the inverter must be running for the transfer switch to do what you want, it could be powered by the inverter output and/or be a latching relay.  Either of these would take some circuitry that would run up the cost.  I'd guess it's a simple relay with the coil operated by the AC utility source power.
