This website California DMV states that a vehicle that tows a vehicle or trailer over 10,001 pounds (not an RV) is considered a commercial vehicle in CA and requires a CDL.

Tows a vehicle or trailer, which has a GVWR of 10,001 pounds or more "
Nowhere that I have seen is there any mention of an "endorsement". Exactly what is the endorsement and how about a reference.
