Yes: the floor was rotted on top, and has a foam core. I replaced some of the foam, and the end result was a spongy floor even with an added 1/2" plywood that had overlapping seams, tons of contraction adhesives and screws holding it together.
The brackets are supports for the Unistrut lengths, which in turn hold up the 1/8" thick aluminum sheeting (which in turn holds up the floor).
The brackets also have the added benefit of stiffening up the steps: I upgraded the brackets on the steps, and now they are very firm and steady.
