The whole subject of ratings is a slippery slope. Some people tell you to adhere to them like religion. Some will tell you they are meaningless.
Well, from a standpoint of there not being a SWAT team hiding in your bushes, waiting to storm your house and haul you off to jail for exceeding a rating by 1lb, it's not going to happen. Unless you are driving like a complete nincompoop, the cops won't even notice you. Many just do as they please and don't suffer any consequences.
It's like walking around with a large sum of money in your pocket. If you act like you've got a large sum of money in your pocket and are worried to death about thieves, you will get robbed. If you walk around with a large sum of money in your pocket acting like it's Tuesday, nobody will be any the wiser.
