I did realize the gasket is in there but it is at the very top of the cap and if the top of the cylinder threaded area doesn't reach the gasket, no seal.

I hadn't used one of those 1lb cylinders in a while and forgot about that relief valve. Not sure the specifications for the relief valve and how much pressure has to build before it vents but assuming the vent is to avoid the cylinder exploding because of too much pressure, like from being exposed to a fire. That pressure would be far greater than pressure just from being filled but has anyone known of the vents failing? I honestly don't know. I have had a 1lb cylinder lose propane, not connected, and always assumed the most logical failure was from the threaded stem area.
