Nobody said less horsepower. It is possible to make more horsepower with alcohol fuels by using much more fuel. The fact remains that less work can be done with a gallon of ethanol verses a gallon of gasoline.
Actually, an engine tuned for ethanol will make more power (the measure of work). So an absolute statement may not be true. It comes down if the extra power offsets the lower economy. And that is going to come down to the tune and the percent of ethanol in the fuel.
