Sadly, yes. Although it is only cosmetic as all the seams and hardware are first sealed with butyl tape under the flange where it will do some good. They then slop silicone on the outside of everything as in the video. Within a couple of years, all this silicone has failed, collected dirt and mold, and provided guides to direct water into the seams. I've spent many hours removing it.
