Lie (or is it lay?) on the ground under the tank and you should see a pipe hanging down from it with a valve (ours it called a petcock with a handle that rotates to drain the tank)
It may be difficult to see from the side of the RV.
You could also get a mirror to look under there like the officers use at the border crossings from Mexico!
