If you can keep the navigator within all of it's ratings your good to go.
Close, most or almost isn't good enough especially when it come to axle rating.
I also think if you are so close that a box of this or a few gallons of that makes a difference, your overloaded.
The Navigator is a decent vehicle for its intended purposes as a luxury SUV.
However as you are noting it has limitations as a tow vehicle.
The fact that it makes a good daily driver and has a third row seat has nothing to do with the towing parameters. The parameters should be adhered to own their own merit and not mixed in with other non tow related factors.
Are you implying it's OK to exceed the axle ratings by a little bit because it has a third row seat?
