17" wheels
I have been looking at a F250 Diesel with 17" wheels the door sticker states Front GAWR 5940 Rear GAWR 6100 and the GVWR 10000 is this good enough to tow FW around 9000 to 11000 lbs?

Problem with 17" rims is that most OEM tires in the size they use have low capacity numbers. My factory optional LT265/75R16E have quite a bit more capacity! These lower number carry over to a low RGAWR.
