17" wheels
I have been looking at a F250 Diesel with 17" wheels the door sticker states Front GAWR 5940 Rear GAWR 6100 and the GVWR 10000 is this good enough to tow FW around 9000 to 11000 lbs?

As most folks know the only difference in the F250 vs the F350 SRW has a higher rated rear spring pack (7000 RAWR). Both trucks have the same brakes/frames/front and rear axles/engine and tranny.
JFI..... Be careful if you decide to go with a F350 SRW as it can have the same 10000 GVWR as the F250. In fact Ford markets a same exact truck with a 10k or a 11.2k GVWR.
