On my 5er there is a regular wall switch labeled Microwave in the up position and Hot water in the down position, on the wall in the kitchen. That is so you cannot run the microwave and the hot water electric element at the same time.
The little switch on the box next to the heater was always in the "on" position.

I will definitely look into this. My water heater is located exactly right there by this cord and the TT fusebox. The heater is a atwood g6a-7 (propane only, from what I can tell). Maybe this went to a previous water heater? The water connections to the heater are in the floor/background of the pics I provided above.
