regarding the frame - It appears to be in good shape to me, no cracks. It does have a lot of surface rust on it, but I figure while I'm doing all this axle work and have the camper raised, I'll wire brush and re-paint the frame and cross members while I'm at it. Seems like a good time to do that.
Yes - this this is a real "low rider" to me, it definately needs the axle re-location. It only has 1 step to get in and really it's pretty useless, I don't even extend it to get in and out.

To be certain, if you don't have calipers, use two squares to get an accurate OD measurement.
According to your measurements, your axle tube is about 2-1/2" OD. Check it with two squares.
