You can test everything. Put a hose in the filler inlet and watch the tank fill up.
Pour some water down the kitchen sink and watch it run out the side.
Hook up a hose to the city water connection, then turn on the sink. You should get cold water for sure. Hot water???? Depends on how it was set up. Just test it and find out.
