You'll need to check with your state DMV on what they consider a commercial vehicle and what vehicles are required to pull in. Most 1T trucks used primarily for RV purposes are not considered commercial vehicles in the sense of needing to pull into weight stations. In California you indicate to the DMV the weight rating for your truck and the registration fee is determined by that weight. I have a 4500 rated at 15,000lbs and I don't pull in to weigh stations while towing the 5th wheel.
It's all based upon weight rating of your vehicle and each state is different. Road restriction are usally shown by signage on the road (no commercial vhicles, bridge maximum 80,000lbs...etc)
