My understanding is the states have reciprocal agreements. In other words they will honor the rules as to the state your registered at.
It would not be fair to apply California rules if you are registered in Idaho and vice versus.
Typically weight rules are for the revenue of the state it is registered in.
In my case, I register in PA so I pay PA $180 for my 3/4 ton class 3 truck. This "allows" me to "carry" 9K of weight (truck plus payload), I pay a separate registration for my trailer which is based on its GVW.
As long as I am not using it for business it is a RV and I am under 21K combination weight I do not have to buy the "combo" registration.
The rub now days is if you have a flat deck trailer and you exceed 17K combination you COULD be required to have combination registration and have medical card along with three triangles plus fire extinguisher!
Note, those rules only apply to PA residents, other folks traveling through PA would not be pulled over and fined since the other states most likely would not have those rules.
Your best bet is to check with your states DMV, they will be able to get you the most up to date info...
