It has no separate rating for when the sleeve is used. I can't think of a logical reason as to why the receiver would be weaker when using the sleeve... It should feel the forces as if a 2.5 stinger were in place.
My limits were a little off, but the premise with the sleeve is the same. This sticker is located directly on my hitch.
The receiver is not weaker when using the sleeve. The tow rating is reduced because you are only using a 2" hitch. When you leave the sleeve out you can use the 2 1/2" hitch thus your capacity increases.
If that is the case then maybe they offer the 2 1/2" shank for those of us that have 2 1/2" receiver hitches but only for the convenience of not having to use that stupid sleeve; they probably did not strengthen the rest of the hitch to handle the 17k loads that a Class V hitch can handle. They would have to strengthen the entire hitch as well as install a more expensive ball to meet Class V. Also what is the heaviest bumper pull travel trailer that they make? Most people that tow heavy either go gooseneck, or fiver.
