OP I HIGHLY ADVISE GETTING THE PacBrake. You will have full control and fresh brakes anytime you may need them.

I towed heavy loads in the cascades for years, and never had one.
I towed a 7200# TT over the Cascades many times without an EB. With that small a trailer I could hold it back mostly with gearing alone. Once I got a Pac it was a lot nicer but the truck worked fine without it.
I would say it's a matter of budget. If that represents a large part of your saving then I wouldn't do it. But if it isn't going to impact you financially, it's a wonderful upgrade.
But you don't need one to be safe.
