In 2006, Dodge/Ram did not offer a factory brake controller but it was pre-wired for an aftermarket unit.
You have to use the light blue connector that's up next to the parking brake. If something else is plugged into it, it's probably an old pigtail to long-gone brake controller.
Simply unplug it and use it for your new unit.
BTW, nice find. Those pre-emissions trucks are hard to find.
