I had one leaking on a previous trailer. I removed it, frame and all. Found it was lacking in putty / caulk. It had not been installed properly. The leak was from the frame.
Cleaned it up, put in new putty (same as used for roof vents), re-installed and re-caulked. Leak was gone.
