This is certainly true, but if you look at the Ram Oil Chart in the Diesel Supplement it shows 15W40 is recommended for 0*F and above, but 5W40 is good for all temps above and below 0*F. I talked to my local dealer service center a few months back and they told me they use Rotella T6 year round in all oil changes.

T6 5W40 is 100% synthetic.
If the truck the OP is looking at doesn't have the cold weather package (aka block heater) you can buy the OEM cord for $35 or less. All Cummins trucks ship with the block heater installed but the 'Cold Weather Package' is the 3-prong cord that plugs into the heater element.
