Owned a Superduty 7.3 for nearly 16 years, I would get close to 12, but averaged more like 10.5 towing 13K . Flat highways, and no wind MIGHT get 12 most of the time, but that never happened.
My new Ram right now not broke in completely is getting around 10.5 towing. I have no doubt 11-12 with more miles on the truck. Getting 16 around town, first tank as I said before 19.4 empty. You might have seen 19 on your 7.3 ,but I was happy with 16-18 which was pretty average for a 7.3 some worse some better . Getting 19.4 not broke in ,not too bad, should see 20 or better with some more miles. The big bonus here is the performance of the Cummins , there is no comparison. With the lack of torque or horse power the 7.3 did well, but not in the same league as the new ones, it's yesterday's technology .
