I would imagine its because the average truck user would not pay any attention to axle weight limits. If GVWR were the sum of front and rear axle maximums, you might have an available payload of 4500 pounds or more instead of 2800-3000. So, you would have guys who would put 4500 pounds in the back of the truck and wonder why the rear end sagged and the truck handled squirrely even though they weren't over their max payload. They would have no clue that the rear axle was overloaded by 1500 pounds.
Many commercial trucks list their GVWR as the sum of front and rear axle ratings. It's up to the user to make sure they don't exceed axle ratings.
