GVWR isn't all about axles and suspension. It's the handling with shocks, body mounts, control arms, frame strength, brake size, bed strength, etc.
There's a lot that goes into the GVWR of a truck. If Dodge could bring the payload up in their design, wouldn't you think they would when they get beat up about it being so low next to 'any' of their competition??!!
I know with the here and at the Ford Forums, many get their 2009 - 2014 F150s weighed and unless a WDH is severly misadjusted, the axle ratings are never exceeded before the GVWR.
I have a hunch with Ford, the GVWR comes first and their axle ratings are designed around the GVWR.
