I asked my dealer, they don't prefill the filters. They say #1 risk of contamination by prefilling (because oil down the middle isn't filtered) and #2 because its a pain in the neck.
They are the ones that would have to do warranty work on my truck and they charge me about the same price it would cost to do myself ($65). I'm fine with them assuming any potential risk for not prefilling the filter.
I didn't prefill mine either as the only possible way to do it is to use the Geno's cap off tool. I know dealer doesn't prefill either. When I fired the CTD up after the oil and filter change, the oil pressure shot up immediately with no delay. Prefilling won't hurt as other say but it's not necessary IMO.
