The 2017 Ram 3500 that I test drove had a payload north of 4,000#, the reason for the 17,000# tow rating has a bit to do with the 3.42 gears, and as Chris stated at 16,000# you are pushing the TV payload rating, and likely getting close to the TV tire rating.
You gas 2500 likely has a 4.10 gear.
