Technically they did add horsepower at whatever rpm they added more torque. They just didn't add more peak horsepower at higher rpms.
That is just the way it is at Cummins. Their emphasis is not on having the highest horsepower numbers. Other things like dependability, torque, and fuel economy are higher on the priority list than horsepower or being the fastest up a hill. That was the way it was when I worked there and I doubt it has changed much since.
For those that are more concerned about stock horsepower ratings or 0-60 times, I would encourage them to find another truck because you aren't going to find that in a stock Cummins. If things like fuel economy or a lot of non boosted low end torque is what you are looking for, then the Cummins is right up your alley. Different strokes for different folks, and you can't fault someone for having different priorities in a truck.
Although, given the last Ike run and PUTC 3/4 ton challenge, I will have to say that the 6.7L held its own even with it being down over 50 horsepower. It even beat one of those higher horsepower trucks in a few of those challenges.
