How high an engine can rev has more to do with it's bore/stroke ratio than cylinder configuration. The Cummins has a much longer stroke than the other two. Great for producing non boost assisted low end torque, but not so much for achieving high revving horsepower numbers There are short or square stroke I6 engines that can rev pretty high. The BMW 3.0L is a good example.
