First, its the turbo lag, not the power that I complain about. Second, I bought it for the floor plan and there is only one drive train available with that floor plan. The same unit with dual turbos and an 8 speed transmission would take care of most of my complaints.
The turbo lag is likely tuning of the throttle pedal because the actuation of the Cummins VGT is actually quicker than the other two. Freightliner and Internationals are known for their mushy pedals with lots of dead pedal lag. I would take it to an aftermarket tuner to address these issues.

What people perceive as turbo lag is in reality emissions tuning lag. The manufactures tune out the quick smash of the throttle because they will get a big puff of smoke out of the pipe from incompletely burned hydrocarbons.
You can tune this out if you want.
