I certainly agree that more boost does not mean more power but:
If one turbo has some design limitations that are causing the air to get hotter than the other, or if one turbo is causing more turbulence than the other, I can see the cfm being affected but as a general rule a larger turbo charger is not going to push more air through the same engine as the smaller turbo without also affecting the boost pressure.
