I know 260 lb.ft sounds familiar but it is not the ball that he is talking about, its the transverse through bolts that would allow the ball assembly to slide down the vertical part of the hitch assembly.
The torque would be needed to ensure that the tilt angle for the ball assembly does not change, so I could see why the manufacturer might see that as important. On such a low-tech piece of kit I would not think that if 260 lb.ft were specified in error it would slip by. Or at least I should hope not.
