Look under the hitch head and you should see a small hex head bolt. That bolt needs to be tightend up against the shaft to hold the hitch head in position once you have the tilt adjusted where you want it. That bolt needs to be checked every time you tow as it tends to loosen up quickly. If it is tight then the hitch head is pinned into position and cannot pivot on that lower large bolt as yours is doing.
The large bolts DO need to be torqued properly and the small bolt under the head tightened. Doing this will ensure that your hitch head will remain in postition as it is intended to be.

I know the bolt you speak of, it broke off the first trip out four years ago. I would need to have it drilled out and tapped again. Since it does not seem to hold anything when the bars are installed, I'm not worried about it.
I'm getting a used full husky assembly this weekend. The bars on my husky are the 400-600 lb bars and are a little less strength then I want. To get the desired lift, the bars start to really bend (not good) so I looked at purchasing two new bars $130.00 Each!!!
Found an entire used husky assembly with the 801-1200 lb bars, hitch head, brackets, and anti-sway for only $165.00 My wife has started towing a little, and she wants the sway control that I haven't wanted to pay for (also don't need it day to day) and the new hitch has it already.
