It proves the bars are LIFTING enough weight forward to pull the hitch head up to the right position. I agree that it does not prove they are lifting enough as per required to reduce the tongue weight. When I remove the bars and the hitch head drops, it shows that the dead weight will pivot the head. BTW I can't budge that hitch head by hand, I have the two bolts tightened very far down, but obviously not enough. If the set bolt on the bottom wasn't broken, then the dead weight wouldn't be able to move the hitch head down, but in my case that part isn't a problem.
