Wow, lots of experts here ;)
Simple issue, don't overthink it.  I have a 14K LB adjustable tri-ball for my flat bed trailer.  The ball slider is attached to the main structure...with 2 pins.  The ball insert is attached to the slider with a single pin.  A single bolt acts as a set screw so it doesn't wobble around too much.  So guess what, there's no torque specs to worry about with that hitch.  Because of the weight I pull with that hitch, I paid an excessive amount for it.  
Point of the story is what I said to start with.  Don't overthink the issue.  To the OP, if you haven't already taken care of this, just tighten it up as much as you can.  You'll be OK.
And to play off an earlier post, for a bunch of people that spend thousands of dollars on travel trailers and tow vehicles, what's a few hundred dollars for a good impact wrench?
Edit: I admit I could have used a different term other than "goober mess", but the point is to tighten
