Huhh..... A 20 lb tank with or without OPD holds the same amount of propane when filled to capacity correctly. Same for a 30lb. All the opd does it keep you from overfilling the tank. the airspace as a % of capacity is the same for a 20 or 30lb tank.
And a reason NOT to do an exchange. If you notice, many of the places that "exchange" 20lb tanks do NOT fill them to the rated safe capacity. They show in small print the filled capacity and it is less than if you have a 20lb'r filled correctly to it's rated propane capacity.
