You missed the point. The extension does not have to go all the way to the rear edge of the bumper.
An 18" extension will put it 11" under the bumper. A standard shank will add a minimum of 6" to that and put the ball a mere 4" under the bumper of the camper.
I know, I'm probably beating my head against the wall on this, but I already have a headache so it's no big deal, LOL.
