Most trucks/SUVs are sold with too high a gear setup for towing. Most people buy these vehicles and never tow anything, ever. The higher gearing helps Ford to meet the CAFE fleet standards and when most of the vehicles they sell are pickups getting an extra 1 MPG on the highway is worth any downsides to their customers.
Not to pick on Ford. When I went shopping for a Chevy Tahoe I had the dealer check online for all the ones in the state of California and only two in the entire state had the 4.10 gears that I wanted/needed for towing.
Most people drive either in town or a large percentage of their time in stop and go driving and a higher top end gear makes zero difference in fuel economy. My Tahoe with the 4.10 gears and its 4-speed transmission averaged over 16 MPG over the 172,000 miles I put on it. I put off buying a new truck for years as the MPG for new trucks and SUV's was so terrible by comparison. Finally replaced it in 2011 with a diesel pickup.
