The OP asked a very simple question that deserves a very simple answer. He asked about how the factory third row seat in a Tahoe would add or subtract from the payload. Payload is defined as the sticker on the door, plain and simple. There is no reason to go into a long drawn out discussion about curb weights and strippers.
By the way, to the OP, the answer to the question is that the factory third row seat is included in the payload calculation that is listed on the door sticker, just like any other factory standard features or factory installed options on that particular Tahoe.
