Your transmission simply has ratios too far apart to let the engine make peak horsepower very often. If you had a 10 speed auto, it would do better. Likewise, forced induction would make more power available across a broader range, making transmission ratios less important. Doubly so at elevation. 7,000 feet is a tremendous about of power loss with a natural induction motor, plus you're probably losing another 25 hp just to the spin the fan.
7,000 ft x -(.03/1,000 ft) means your engine is only making 240 horsepower. Or less than my Focus. Then subtract 25 for the fan, 15 for the air conditioning, and a handful more for normal wear and tear, and there's a good chance you aren't even making 200 horsepower climbing those hills.
