I had a 99.5 F350, 4X4, 4 dr, 8 ft bed, SRW with the 7.3 with a Hypertech programmer for 50 hp gain and 135 ft/lbs. Consistently averaged 11.5 mpg. Usually towed about 62-65 mph. Didn't seem to matter much whether flat ground or over the mountains, the mileage didn't vary too much.
Towing a Big Country 3500 (just under 40 ft). I forget the weight distribution on it with that truck. I now have a F-350 with extended cab 4X4 8 ft bed and it scales when loaded at 10K on the truck and 10K on the 5er so I the weights would have been about the same for the 99.5.
