Seems like a warning system fail. Either add additional warnings or, raise the height. Fyi, the link to the article said the following.

In 2017, there were reports that an electronic alarm system would be installed on the parkway to warn drivers of vehicles too high for the overpass.

Seems to imply it's a known issue that they thought about trying to improve.
