Calling a road a parkway has nothing to do with it. The Garden State Parkway in NJ is completely drivable by buses and trucks, although trucks are banned from some parts of it.
And this is why it's annoying that people use terminology willy-nilly.
A parkway by definition is cars only.
But it's really irrelevant, the bridge height is clearly signed. The driver messed up.
Also, this wasn't a 12' high bridge where it's not readily obvious. At 9' high, it's obvious the bridge is low.
