You're absolutely correct , driver error is the bottom line in most of these cases and most drivers realize it before they crash into the low bridge. They usually stop when they see the low bridge and have to be backed off the parkway.
IF he entered at that point as the original report stated. As this investigation gets going, the facts will change as they get into the various traffic cams and witnesses.
If he entered at another point closer to JFK airport which is in Queens NYC and might be the case here , that area is governed by different gov't. of NYC not the two counties on L.I. in conjunction with the state.
So, who knows how that is signed and what sign was in place at the time, people crash into them on a daily basis and sometimes it takes time to get them replaced. What or why this happened, it's too early to really know. Time will tell .
