Not partly...entirely. Not only did the guy ignore multiple signs, he failed to take ANY action when approaching an overpass onky slightly higher then HALF of the height of the bus. Wasn't like the bus was 12' tall and the overpass was 11'9"...

The FIRST thing the RV rental place will tell you: If the road name contains the word "parkway", STAY OFF OF IT.
Had a buddy that drove a car carrier for NY-Florida car transport. If you look at those rigs, they only ride about 3" off the ground and high-humped RR crossings are always an issue. It's the driver's responsibility, regardless if there are any signs or not, to assess the suitability of the road for access by his truck. Likewise, even if the bus driver got on the parkway by mistake, he should have judged that the overpass was too low and braked to avoid collision.
