So where exactly will the asphalt for the roads come from? Right now probably 70-80% of lane miles are asphalt (and portland cement concrete isn't exactly a green product).

You generally have to heat it up to around 400F, mix and then roll out. Cold patch used to be mixed with gasoline to keep it from setting. When the gasoline evaporated, it would effectively set but that's a big no-no due to the emissions now.
The problem with recycling asphalt is as it ages, the lighter components evaporate away and it becomes brittle, so while you can recycle it to a small degree the recycled asphalt still needs fresh asphalt added and it doesn't hold up as well as virgin asphalt pavement. Also, you can't control the agregate as you are stuck with whatever was in the original mix and that mix is broken up by the milling process. Usually, recycled asphalt is used for parking lots and light duty roads.
